i funzionari di enti pubblici?

The SF consulate is postponing taking any new appointments for citizenship applications until mid november. One exception to this postponement is for "i funzionari di enti pubblici" which apparently translates to "officials of a public body". Does anyone know who this might include? California law makes pretty much every public employee an "official of a public body", but what does it mean to Italians? Has anyone made an appointment at the SF consulate under this exception?

In Italy, "i funzionari di enti pubblici" refers to the duties performed by any person employed by the State (Italian government).

Wonder if that would include city police officers?
