Are we eligible for dual citizenship?
My grandmother was born in 1915 in Los Angeles- Her father was naturalized in 1919-- would that allow my mom and her children to become dual citizens?

When was your mother born? If after 1948, the answer is yes. If before 1948, the answer is conditionally yes. In the second case, a lawsuit would be needed. Understand that such lawsuits have been quite successful, but you could expect to pay several thousand dollars.

She was born in 1942- what if her grandmother was still not naturalized - so both parents of my grandma were still Italian citizens at the time of grandmothers 1915 birth?

Also, my mother may not be eligible because of her 1942 birthdate but would her children born in the 1960's be eligible?

According to Italian law, a woman could not pass citizenship to children born before 1948. If your mother did not have citizenship, she could not pass it to her children no matter what year they were born. .
