Do you have to be 18 to get dual citizenship?

Ciao tutti,

My little cugina is hoping to get dual citizenship (she qualifies, though the same line I did), but she isn't 18 yet and I don't think her dad is interested in getting citizenship himself. I'm thinking she is just going to have to wait until she turns 18, but wanted to double check with the knowledgeable folks here before bursting her bubble.

She gets citizenship through her father until she reaches her majority when she can apply on her own behalf.
