Registering Children born abroad????

Hi everyone, a quick question that just came to my mind. My grandmother was born in Saint Louis Missouri in 1901. My great-grandparent moved the entire family back to Italia when she was 10 years old, and moved them back to the US 6 years later. “IF” my great-grandfather had registered my grandmother in Italia, would have he done this at the commune? If so, would my grandmother’s birth record be in the book for the year 1901?
Or there is a different book for that?

Her birth registration would probably be in the book for the year he registered her. So, 1911-12, since he would have to register as a resident on his return.
