Margin Notation Translation

I hit the jackpot when I requested an emailed copy of the birth record of my great grandmother from the town of Avola. There was so much more information than what was on the one from Family Search.

The first note references her marriage to Giuseppe Romano in Siracusa on Feb 27, 1920.

The second note references the Act of Recognition by her natural mother in 1922 and even says who the notary was and which volume its in. I tried to ask for a copy of this but was declined.

What does the third notation say? I want to make sure I'm not missing something important. It looks like something else about their marriage in Siracusa and I see their names but I think I also see 1927 and 1928 in there.

It is the section that is not greyed out.
