I have tried to transcribe and translate the front side and back side of the Certificato di Matrimonio of Giuseppe Di Liso and Angiolina Costantini dated 22 January 1911 from the Comune di Citta Sant'Angelo.
The front side is fairly easy but the backside is all handwritten and the last sentence puzzles me. It seems to be written Li rilascia il pressule per solo (uso uso) di emigazione a scopo di lavoro.
Is it something about emigration for work only? These two married and returned to the U.S. for the rest of their lives. Giuseppe Di Liso is a naturalized U.S. citizen and received a U.S. passport in 1910 for temporary use to leave the country for two years. He emigrated in 1904.
I hope you can read the jpg files which I had to reduce to 72ppi to upload. For some reason, I was unable to upload my transcription and translation of the front side.

Does it make sense to release the certificate for the sole use of emigration for work purposes? It seems strange to me because Angiolina, the wife, never left Italy until she married her husband at this time. Her husband, Giuseppe, had been in the U.S. since 1904. And they both returned to the U.S. after the wedding in 1911.
