Does anyone know what Terre Vite and Urbis Panorbi means in sicilian certificates? Do they relate to specific towns or regions?

Have been following forbears through the italian marriage/birth and death certificates online. The ones I need some assistance with are from Sicily. What area does Terre Vite refer to? Others refer to Urbis Panorbi? Does anyone know where is this as well?
