Trouble finding family in 1900 Census and 1905 NY Census

I'm trying to confirm whether this naturalization record belongs to the same Alfonzo Ricca as this draft card. Both documents have his signature, but the birth dates are slightly different. I know that the naturalization petition belongs to either a cousin or a much younger brother of my great great great grandmother Felicia Ricca since Felicia's husband John Marino signs the petition.

I've found the family of the draft card Alfonzo Ricca in the 1910-1930 censuses, but I can't seem to find any Alfonzo Ricca in the 1900 census.

This record shows that same Alfonzo Ricca getting married in 1900. I'm not sure why he wouldn't appear anywhere in the 1900 census though. https://www.familysearch.org/s/recordDe ... u8TUc%253D
