Healthcare for newly recognized citizens outside Italy

Over 25 million Italians have emigrated between 1861 and 1960 with a migration boom between 1871 and 1915 when over 13,5 million emigrants left the country for European and overseas destinations.

Italian citizens newly recognized as such and holding residence outside Italy: Bottom line -- NO legal residence in Italy, NO registration with ASL or issuance of Italian health card.

Would be hard to use Italian health services if you don't live there.
