My dad does NOT want to become an Italian citizen...

Over 25 million Italians have emigrated between 1861 and 1960 with a migration boom between 1871 and 1915 when over 13,5 million emigrants left the country for European and overseas destinations.

And this is a problem because I'm afraid it'll mean that he'll refuse to sign form 3 of the consulate documents, since it would basically make him a citizen too ("In reference to the applicant's request for recognition of Italian Citizenship Jure Sanguinis, and being aware that the undersigned will also obtain his/her own recognition of Italian citizenship"). I told him that they'll basically not do anything about him unless he wants to do something about it and my actions will just make it easier for him if he decides to pursue it. He never has to go to Italy, get a passport, or any form of documentation. He can pretend that it never happened.

But he's very a 'Merica first type person and I am afraid that he'll refuse to sign.

Any advice? Any clarification?

Despite that statement on the form, your dad will NOT become an Italian citizen unless he submits his own application. What happens is that it is recognized that because of jure sanguinis laws, he possesses Italian citizenship only for purposes of transmitting citizenship to his children.

Whether your father likes it or not, he is indeed already a “passive” Italian citizen according to Italian law, or citizenship could not be passed to you. However, this passive citizenship is meaningless in terms of his own status. He can’t get a passport, can’t register in AIRE or take advantage of any of the benefits of Italian citizenship.

Just checked: You may want to use the Form 3 found on the site of the Italian Embassy in DC. It does not contain the totally erroneous statement that the ascendent will have his/her citizenship recognized. You should be able to use it at any consulate.
