What is the cause of detention from line 22 on down?

Does it read "no boat"?

If yes, does that mean they were going to travel from Ellis Island to their US destination by boat?

No boat. Presumably travelling on to the final destination by boat. Likely smaller ports without direct service to Italy. You'll notice that they were all discharged on the same day within an hour of each other. Seems likely that all were waiting on the same ship.
