Please help me translate birth record

Could anyone please help me translate my great grandmother's birth record? I'm trying to get as much info as possible.

Dated 20 August 1892 - birth on 19 August at 7:18 PM in the house in Via Villa.
Father - Carmelo Merenda, 38, baker
Mother: Grazia Alosi, his wife
Child given the name Antonia.

Who is the name on the 3rd line? Is that the doctor, priest or something?

That is the name of the official to whom the child was presented. His name is Giuseppe Rositto Filloramo and he is a lawyer/councilor delegated to act for the mayor.

This is the civil record of birth. When a child was born it was required to be presented at the town hall to the official to have its birth recorded. This was usually done within a few days of its birth. The last two names on the record are witnesses to this presentation and declaration of birth. They were usually not related to the family and happened to be at the town hall and acted as witness.
