Does no social mean never naturalized ?
SS has no record or number listed for grandfather. Does this mean he was never naturalized?

Can you clarify what are your research objectives and provide identifying data of the person(s) involved. In this way we will be in a better position to direct you to the appropriate websites, addresses and institutions. =Peter=

Re: Does no social mean never naturalized ?
Dear Soho I suspect that his name is Donato basile and he first entered the USA at NYC in 1906 on the SS liguria at age 18 from Alberobello and his wife's name is Antonia on the ships manifest. He apparently left the USA and regturned to Italy and then re-entered the USA as a permanent resident(?) since his file Number #3-90637 is indicated on the ships manifest upon re-entry at nyc on May 2, 1910 on the SS regina D'Italia. You might wish to call NARA offices at NYC 212-401-1638 and see if you can get a clerk to check out the file number for you.
His birth year appears to be 1888. =Peter=

In checking for Donato Basile born 5 Mar 1887, I believe I located his WWI and WWII Draft cards in which he stated he was employed by the Erie Railroad. As a railroad employee, he likely was part of the Railroad Retirement Board rather than Social Security. You might want to contact the RRB to determine what you need to do to submit a request for his information per the Freedom of Information Act.
